In Hong Kong, China, mobile telephone numbers can be moved between telephony providers. This is called number portability. The United States does not yet have mobile number portability, and some parties would like to keep it that way.

After the fall of the Soviet Union, Brooklyn received a wave of Russian immigrants. The Soviet Union did not permit its subjects to move freely about the country. Nor did it permit them to move freely to other countries. The United States, and others, do. When they had the opportunity, they came here.
