If an employee is not billing in quarter-hour increments, but is instead on salary, does tracking time in quarter-hour increments allow you to identify inefficiencies, or does it introduce administrative overhead that adversely impacts performance?

I wonder if being unable to remove Internet Explorer contributed to its being selected as the approved web browser in some corporations. Disabling the thing is not the same as removing it; nor, dear Department of Justice, is removing the icon of a thing the same as removing the thing itself. For some roles, servers may need to be able to fetch things from the web, but not being able to remove a component significantly hinders efforts to lock down the system. And leaving IE installed significantly increases the number of vulnerabilities and things that will break with patches.
