Optimizing for Limited Liability

When you build a system, you have the opportunity to optimize for various criteria. Generally you'll optimize for performance, though you may sacrifice performance for usability, or sacrifice both for security. Optimal service balances these according to the needs of the users. Evaluating a system for performance, usability, and security will arrive at an acceptable risk. For this we will accept the consequences.

But what if, instead, you optimize for limited liability?
